How can a university be used to improve the competitiveness of a region? How can we ensure that companies become committed to, and involved in, our cluster/sector development strategies? How can innovation and technology transfer be harnessed to revive the economy of a region? How should we be supporting the development of information and communication technologies (ICTs) in our region? What issues should an ICT support centre address, and how should it be organised? What should the broadband strategy of our region be? What lessons should we learn from the recent evaluation of our employment and economic development strategies? How can our organisation increase its involvement in European programmes and ensure it takes full advantage of funding for innovative projects?

CM International work with public sector organisations to help them develop original solutions to questions of this kind. We work closely with our public sector clients in the UK, France and other European countries to help them design, review and implement their strategies.

For CMI, successful public policy-making depends on a strategic approach. This requires
  • An analytical approach to implementation
  • A clear understanding of the client's needs and/or any existing partnerships
  • A decision-making framework to support investment operations
  • Clear communication of the strategy
  • Support during the start-up phase, including a hand-over period for the management team
  • Evaluation and monitoring of results

The CM International approach

  • Concrete actions, rather than research studies - CM International's expertise lies in its ability to develop and implement strategies and action plans; our consultants take them to a stage where they are ready for public sector actors to use.

  • Projects, rather than procedures - CM International aims to satisfy its clients by devising and implementing comprehensive and original solutions to their problems. To do this, we bring together a multi-disciplinary team for each project, ensuring that each team member brings expertise and knowledge of international good practice adapted to the needs of the client.

  • An iterative approach, based on partnership - in both the private and public sectors, CM International's approach enables us to work with our clients and other partners to build participatory and interactive solutions and strategies.

  • Experience 'in the field', combined with expert understanding of the concepts underpinning public policy - the team at CM International has extensive practical experience of public policy, gained through over 15 years' working with organisations such as the European Commission, local, regional and national bodies, government departments and agencies. Our expertise is underpinned by our strong presence in some of Europe's best engineering and business schools, and in international academic networks.

  • An international vision of public policy - CM International has worked in more than 20 European regions with an international team comprising more than 6 nationalities. CM International is currently co-ordinating exchanges of experiences between several large groupings of European regions, and has worked on specific projects in Sweden, Greece, Germany, Portugal, the United Kingdom and Spain.
